  6. The US #Constitution Article I, Section 2, Clause 3, requires this enumeration to count "all persons" residing in each state, regardless of citizenship status.

    1. Trump does the "census" from the DOGE database they created from all the different government departments
    2. People sue and it goes up to SCOTUS with Trump losing every case
    3. SCOTUS allows Trump to go forward with the changes/puts the issue on the "shadow docket"

  25. Per Article 1, the Congress, not the President, has the power over the “actual enumeration” of the population. And Article I & the 14th Amendment state that districts must be apportioned based on “the whole number of persons” in each state. Not based on citizens only.

I remember when the Census Bureau tried to use statistical methods to produce a more accurate number of people who live in the US and account for people in transit and traditionally undercounted groups. The courts said NOPE! They were quite specific about the “The actual Enumeration shall be made…”

  71. This SCOTUS could rule that since everyone was a citizen in 1787, except those people specifically excluded or inluded as fractional values (and later included by amendment), then of course the constitution's definition of "people" was an implied intent to count only citizens.
