This is the cost of the Senate filibuster: the last time the House, Senate and POTUS were all under D control (2020 - 2022) the House passed bills to eliminate gerrymandering and give DC statehood. The Senate did nothing on either in spite of having majority support. And so here we are.
1/ Republicans broke the system on purpose. Mitch McConnell did huge damage. Courting red states with fear of urban liberals locks their hold on the Senate. Small rural states still get two senators, making that grip hard to break.

2/ With the procedural filibuster, nothing passes. Democrats keep it alive too. If Biden had pushed Schumer to end it, they could have passed big bills to protect labor, fix health care, and secure voting rights.
