And that problem falls on the head of the public and judicial system - and fixing it isn't victims being quiet, it's ensuring they actually get justice. THAT is the ROI....what "causes them problems" means is "they weren't believed" or " justice wasn't served because they were dismissed". Fix THAT.
Iβm not trying to discourage others but just want it acknowledged it is a big ask for victims when they usually face more negative than positive when speaking out

Ah - but that's the thing about CHOICE and actually having one. That's why the victims should be ASKED - otherwise you are removing their choice from them and THAT is the moral crime here. not force them into speaking - and not forcing them into silence. They deserve the choice.
