Wow. Chief Justice John G. Roberts Jr. just single-handedly ruled that Congress doesn’t really control the purse strings. This is becoming a massive crisis for checks and balances and the separation of powers.
This is why the budget resolution needs teeth. Something like if the executive fails to carry out any approved spending then the DHS budget gets automatically reduced by 10x whatever is withheld. Make it automatic and painful enough he can't just override the legislative allocations.
