  1. This plan requires a full organizational structure to keep the keepers in line too. Who watches the commisars? Will they have guidelines on Big Brother's line?

    To some degree, that doesn't matter. Random turndowns of grants with the doctrinal reasons stapled on will do. 2/

  2. The problem is that so many institutions, like universities, are governed by the filthy rich now. Just look at the board of trust of Brown. Then there are the weaklings who want the title and are indifferent to the responsibility of maintaining the institution.
