Yup, pretty close to a universal reality. Trying to accurately assess what you shot down without the benefit of hindsight and the records of the opposing side is nearly impossible. Claim-to-kill ratio for the 1942 New Guinea actions involving the Tainan Ku was roughly 7-to-1 for both sides.
And it was even worse for air-to-ground overclaims on all sides, especially with deficated "tank killers".
