You don’t understand it because it isn’t true. In minimum security prison camps— which is what that is— some prisoners may be eligible for “work release,” where they can be employed during the day. But such programs are heavily monitored. They can’t just wander off to visit town at will.

  1. I didn’t say they were. The original post, to which I responded, indicated that prisoners could leave the prison & go visit the nearby town at will. That is not the case. PS: Sex offenders are virtually NEVER housed at minimum security prisons. That Maxwell was transferred there is unheard of.
