The DOJ just doesn't get it. From all the investigations, the allegations of voter fraud, the conspiracies about "rigged" elections, the data just doesn't show that voter fraud has ever been a very big deal. Way less than 1% of votes cast have turned out to be fraudulent, but still they persist.
