Again, being suspicious is not a crime. Nor is simply being suspicious reasonable suspicion of a crime. There has to be evidence of a crime before an investigation can begin.
The suspicion will lead them to something should they decide to go that route. Ask Martha Stewart. They were monitoring her stock purchases and sales for over 2 years before they arrested her. Now it's harder when stuff is privately held... But you get my point.
