After ICE was formed they were so eager to make a name for themselves as a real fed LE agency yet were and continue to be incompetent. In the early years they had an informant who was a Juarez cartel op that was literally calling in hits right across the border while in their squad car.
That level of stupidity cant be trained out it is a function of having a law enforcement agency labeled Homeland Security giving its members a feeling of being above the law for the sake of national security. This breeds idiots.
