If the state is going to retrench into funding acute services only due to aging and stagnation then reverting to late Victorian municipal philanthropy might be the only way to get nice things for most people...
Bring back rich people having libraries and museums and swimming baths named after them because they built them.

I visited a Carnegie library today (in Penarth). A beautiful building and sadly can't imagine a millionaire today gifting libraries. I wish it were different.

well here in Birmingham we had that from a civic perspective in Chamberlain and he has a lot of things named after him, rightly but he was well off and not rich and used the power of his mayor position to get things done
