the governors are taking the fight to him. the federal leadership, not so much.
I may be wrong and am happy to know in which way I am, but I believe the reason the governors can take such stands is they hold a good deal of executive power unlike congressional officials.

I could be wrong, too, but when Obama was in office the leader of the Republican opposition was Mitch McConnell, not the governor of Texas or Florida.
