rubio is worse because he knows better, because he knows what he’s doing is wrong and because he was a senator and he is actively trying to usurp the senate’s power. the roman senate would have had him tortured to death.
totally unrelated but as someone generally opposed to capital punishment, i now understand why traitors and treason to the republic were crimes that engendered truly horrifying punishments.

If people in power do not follow laws, and start relying more and more on raw power and authority to maintain their own raw power and authority, then violence becomes the only solution.
Maybe you can hold onto power longer through intimidation and coercion, but it makes the reset a lot more bloody.
