Yes. The context was that Jesus was asked, "Which of the commandments was most important?". That was his answer. Jesus did not say that was "his" commandment. Yet, it was said elsewhere that God, Jesus and the Holy Spirit are one. Therefore, it is his commandment fulfilled.
So, what you just said reads as "He didn't say it was his greatest commandment, but God's, but as Jesus, God, and the Holy Spirit are the same thing, it is his greatest commandment." You can see how that'd be seen as him saying it's his greatest commandment.

No, it was. When Jesus provided his answer, he had not yet fulfilled his earthly mission. This is why he did not say that he commanded. Jesus existed before he was born. The same goes for the Holy Spirit.
