Nazi-systematic-extermination-of-Jews incomprehension—what we now have the word to call Holocaust incomprehension—was pervasive during WWII, including in the highest ranks of the U.S. government. It continued after the War, e.g., at the Nuremberg trials, until evidence brought more comprehension.
