BY LAW, a teenage girl cannot give consent. No matter how she behaves or dresses or what she says.
No adult man "has sex" with an underage girl/minor.

Kimberly, it makes me wonder how many there really were. I fear that number won't be known in my lifetime...especially if you add in drugs/alcohol. I also fear how many males who were raped are too afraid to speak out because of the stigma.
