Utahns fought against it with no help from governors in other states. Now Republicans are doing the same thing in big states

Texas will redraw their maps even if Newsome followed through California won't have time to redraw their maps before the midterms and Republicans will hold on to the house and maybe the Senate for the rest of Trump's term.
