Is there explainer of how administration's claim of findings of violations of various Title VI and IX (?) gives them considerable power over the finances of university, so from the principles perspective situation is murky, as the entity (the university) is supposedly in violation...

  1. Presumably courts are defential to the findings of government? When powers of Title Vi/IX were being used against discriminatory ethnic/relgious/gender/sexual orientation practices in 1970s-90s (say) did many lawyers/profs adopt maximialist position (don't negotiate, fight all way to Supreme Court)?
