The air traffic controllers on duty when a helicopter crashed into a commercial jet in Washington, killing 67 people, were never tested to determine if any of them had alcohol in their system at the time of the accident, in a break with FAA rules, witnesses said during public hearings.

The F.A.A. has since been training on-call specialists to be snappier about administering alcohol and drug tests after a serious incident, an official said.

    There was no need. HE had already ruled that the crash was caused by DEI, that is the copter pilot was a woman.

    There should be maintenance on ALL helicopters before leaving on a mission. Which should be a given. Reduce congestion at Reagan flight path.
