They’re literally saying whatever comes into their pea brains the minute they have the thought. Without any pause for reflection at all. No one of this personality type needs to be anywhere near an elected office of any kind. Problem is too many voters are this personality type.

Yeah, that's a problem.
I've pondered whether some kind of test to show you understand the policies you're voting for and the real world impact those policies will have should be introduced.
But I ponder that question from a place of privilege, in that I am well educated and a news junkie...
