There's a lot of expense and preparation that has gone into these cities, in anticipation of the World Cup. I just don't see how it will even be possible to move venues at short notice, just on a whim.
I live in one of those cities, it would be beyond devastating if they pull out. Training and prep has been going on for a year, money has been spent, lots of it. Not just by the city, homeowners prepping for renting out rooms, building new ones. It would be really devastating.
