My going theory is it's how transgressive sex is acceptable and even a reward for fascist men as long as it's done in private and doesn't embarrass their community. They want it to be illegal so they can use it as a tool of control effectively.

Because it's not porn they want to ban. Would-be sexual abusers want to make it harder for their victims to find out anything about sex, especially that there are non-abusive forms of sex.

That tracks, actually. If your stuff is illegal, it's easier to make all of it illegal than to make yours normal and accepted. Once all porn is outlawed, your horrible fetish isn't any more illegal than the normal stuff.
