  16. Does this mean the IRS will return their tax contributions? Presumably, if a person were not eligible to be and/or work in the US but paid taxes to the IRS, the IRS wouldn't have an official mechanism to keep that money.

    (I realize this is little comfort to those kidnapped and their families.)
