Funny enough, my brain went to Maupin becuase he's such a prominent name in that saga. Very much a "my bad at 4AM" thing. Sorry about that 😅
Yeah, that's where my quick Google went. Even searching for the exact file doesn't allow anything but that page telling everyone where it is.
Long shot, but did you check the Google Usenet archive? I feel like that's the kind of thing that may have been posted to alt.fan.sailor-moon back in the day....
