Genocide is a matter of intent. Rwanda's genocidaires killed a million people in 90 days with machetes and guns. The international community (including its laws) distinguish between genocide and war crimes for a reason - so that everything doesn't become "genocide" and the word becomes meaningless.
I think you're using a definition of intent that only attaches once the genocide is complete, right? Like as long as they haven't killed everyone and they say that that's not what they're trying to do, then then you'll believe there's no intent?
