YES! I love that! All of the Potomac is in MD and DC, so if, say, a barnacle goose is on the shore it's in VA, then when it's in the water you get it in another state!
I know eBird counts the location as where you are standing, but my own personal lists don't need to follow eBird rules!

I've heard both things and just go by where the bird is.
