No that was one group (people who look Muslim), so as a result many people were willing to be apathetic if promises weren’t kept.
Now we have MANY groups being targeted so there will be less apathy for inaction once the biggest threat is out of the way.
You are comparing a past that’s different
It always starts with one group.
And no - it wasn’t JUST one group. It was everyone mistaken for being part of that group. Then it was everyone who didn’t back our military overreach. Then it was our own citizens targeted by the patriot act, etc.

It isn’t even superficially one group now. Trans people are not the sole primary target. They are a hot-button in conservative and/or Christian communities but women already lost rights, people of colour are losing many from voting rights to medicare to imprisonment too
