Without military?
Yeah, Palestinians don't have a military. They have some terrorist groups like Hamas, but that is not the same as a military with tanks and airplanes.

Which should be factored in to how Israel prosecutes the war. They don't need to level an entire population when they have one of the most advanced militaries and don't face any military on the other side, in the sense of no air force, navy, tanks, etc.
