For Sanibel Island, FL, 11” in 12 hours is a ~ 1-200 year recurrence interval. A rare event in our past, made more common by a warmer climate.

If it’s “more common”… does it matter WHERE or is that specifically specific? Has it happened recently THERE?
That’s a part of the issue with 1-1000 etc “events”.
