If the state is going to retrench into funding acute services only due to aging and stagnation then reverting to late Victorian municipal philanthropy might be the only way to get nice things for most people...
I'd prefer taxation and democratic accountability towards services (not) provided instead of forced gratitude.

I remember in NZ when a Sam Morgan made 300m on sale of his company he complained he wasn't taxed enough, and govt National Govt response was you could donate, failing totally to see the bigger picture

It could be done anonymously. I’m always thinking what could be done to improve lives with the money hoarded by tax avoiding billionaires.
