Homelessness is a policy failure, not a personal one.
It should not exist in any developed nation. Personally I think it does to scare the people into going to work every day.

Most valuable guy on Wall Street is the homeless dude, keeps everyone else in line.
It's a function of the system. People are less aggressive (sorry, "productive") when they have basic needs covered.
