Russia is not a signatory to the ICC yet has a warrant issued for Putin’s arrest. Israel is not a member of the ICC either. Trump et al made a serious mistake taking out this boat and those people in international waters. He’s got at least a state visit to the U.K. coming up. What else is planned?
