it needs to be a vehement "military occupation of a city is wrong here and everywhere, regardless of any given pretext"
I don't think you can entirely discount the "crime" narrative, especially when governors are pushing back by arguing that crime is down so they're unnecessary (implicitly accepting the premise).
But I do think you need to foreground that Trump is ordering military occupations of US cities.
