I read this as all car-based. The father assumes he would drive to either campus. If they live anywhere near the high school, they are out well past the Metro, and UMD is nearly on the way into DC.

Aspen has a public garage which charges $12 per day. You ride a shuttle bus to downtown. On-street downtown parking at lunchtime costs $6 per hour in the peak season and $4 off-peak. Parking at Snowmass is $63 per day. There are free lots but you ride a shuttle bus. aspenchamber.org/plan-trip/ho...

Much more to it. Urban air pollution immensely reduced. Ownership of a car no longer had social prestige once nearly everyone owned one. Also, urban neighborhoods built as streetcar suburbs gentrified before inner suburbs.
