Appropriate test of market conditions is to drop the inclusionary slice below 13% until shovels hit the ground. Might require 0% and/or subsidies. Countless measures other cities have implemented successfully while Boston electeds have focused on protecting incumbent owners and crushing development.

Mitigation dollars that aren't applied to traffic mitigation are just a "bribe", no? Why would someone stuck in the projected traffic or a neighbor on Rutherford Ave who might have additional traffic by their door want improved athletic fields on Medford Ave as a solution?
