To make it worse, there is nobody more disheartened and routinely mocked than the local liberal or NDP candidate in these regions trying to get anyone to listen about this issue. I genuinely don't know how to break through the partisan barrier on important human-scale stuff like this.

I think that before our current era, manufacturing didn't have this cycle - but now that new factories and investments almost always beg for local, state, and federal handouts - they will never be permanent. Once the easy public money dries up in the new state, they're gone.
