I wish I could say I was surprised, but I'm not. A love of cruelty is endemic and apolitical. That's why it is absolutely essential that only people of character be granted political power.

This all depends on enforcement, which he and the Executive branch control. That it is "impermissible" is irrelevant. He's not obedient to principles or laws, and there is no one to enforce them against him. I don't understand why otherwise smart, knowledgeable people don't grasp this.
