I don't think paint will stick on that "wall". The type of steel used looks like certain type of steel I forgot the name of but use it with freeways too. Paint won't stay on for long and even if it did, black paint don't last very long period. It'll fade in less than a year.

I'm just curious, how much direct sun hits the north side of the wall? It's pretty far north from the tropic of cancer where the shadow starts to fall more. So if you paint the Mexican side white, it should easily counteract this.
