  1. The 3/5s clause was entirely about the census. It gave slave states more reps in the House and the electoral college. Hence, the majority of presidents prior to the Civil War were pro-slavery and appointed a pro-slavery SCOTUS. Abolitionists weren’t really wrong about a “slave power conspiracy.”
