I would build a narrative around "control". Control of housing by the tenants, control of workplaces by the workers, etc. Shift the conversation while addressing the underlying anxiety.
If social democrats concede to the immigration debate, it becomes a game of "who is toughest on immigration" and the right will win.
We need to change the conversation entirely.
