My kid ordered a dryer last month and accidentally got the wrong kind. The guy left the dryer in the box in our laundry room and said he'd be back to swap it for the right one. A different guy showed up and said where's the hardware? Bro. Why is the hardware not in the box? We only have the box.

You are completely correct. What this situation illustrates isn't that the law is badly written but that trans people are the means to an end. They're not passing it to target one demographic: they're doing it to target anyone who doesn't follow archaic gender norms. Which is most of us.
