I don't think so. Remember, it was meant to be just Zelensky meeting Trump. Trump wanted Zelensky to agree to whatever Putin wants. Then European leaders jumped in. No way they'd let that happen. So they railroaded Trump with some flattery and got their seats at the table. It was damage control.
