It's not all democrats. It's the party's leadership. Rs started a 50 state strategy in 1992 and funded state house races to capture state legislatures who drew the maps every census. Dems focused on federal races and pumped lots of money into key districts. Today's congress is the result.

That's 100% a funding issue. The DNC puts almost nothing into local races unless there is a 50% chance of winning based on prior races. No risk, no reward.

The dirty secret no one's talking about is Beto O'Rourke carried 3 of the new red TX districts. They can remap all they want. No need to replicate their red with blue maps. There are a ton of mad as hell independents who've been voting republican in those red districts.
