A local cop arresting a federal officer might get dicey. Federal authority overrules state/local. Hope it doesn't come to that.
Not if the federal officer is breaking the law. For example, if a federal officer comes in to a state and holds up a bank at gunpoint…yes he can be arrested by local police.

Your example does not fall within the scope of their employment. Enforcing federal law does. Not even close

But, if they kidnap someone as opposed to arresting them and arraigning them in court, they would not be upholding any law in any jusidiction.
