Sounds like the goal is to insulate CA from Trump’s inevitable claim that he needs to send in the guard to protect Californians from crime. The problem is most visible crime is correlated with high poverty levels and housing scarcity which is harder to appear to solve.

& that novel (somehow!) sold a ton of copies in the states. I was a bookseller in the 1990s & the Tin Drum had been published in a mass market edition in the 1970s. 20 years later it still flew off the shelves. Not so much his other titles which seemed absolutely indecipherable in translation

The main thing they’re using DHS for is a continual, indefinite effort to expand the population of those who they can effectively treat as beyond legal rights and protections.

I think Miller is somewhat more like Martin Bormann- highly ideological, the leader’s “private secretary,” involved in all sorts of decisions surpassing his personal expertise particularly regarding domestic issues, and pushing for cruelty wherever he could.
