  1. The language in the ballot initiatives of CA and NY can be written in a way that effectively neuters the "Independent commission." The is NO reason they should have these commission while the red states enjoy gerrymandering. The language should have a loophole to neuter these commissions.

  2. I read a paper by a professor from one university in California stating that the constitution of CA does not restrict the legislature to draw maps mid-decade. It does restrict the commission, not the legislature! Redraw the map, CA! Now! Please!

  3. The CA Constitution does not limit map drawing to once every ten years for the Legislature, but for the Commission. Meanwhile, the State Legislature retains constitutional authority to draw or change district boundaries at any time, as part of its legislative power.
