In your view, would a functional public safety system still include armed officers?
Why? Somehow the rest of the world figured out how not to do that.
Solutions are holistic. It would include gun control measures, proper training and storage for those with permits, and addressing the economic issues behind most gun crime. And universal healthcare access, including mental health.

Then a public safety system that treats victims of violent crimes with respect and dignity, that values expertise and training over Peter's Principle, and utilizes members of communities to help prevent harm instead of parachuting in dudes from other towns and neighborhoods.

I asked the question because I'm curious as to what a better system looks like in practice to various people. The answers vary and sometimes contradict each other.
