It’s a way for the admin to punch down—to make an implied threat. To show us that citizens don’t matter, just the criminals in the legislative and executive, and they want to let us know that either we toe their line or they will beat us up.
For the record, our division commander BANNED things called “presence patrols” in Iraq.
“If you don’t have a specific task & purpose, your ‘presence’ doesn’t do anything.”
National Guard stating they are now doing presence patrols in DC.
