EOs, by definition, are interpretations of existing law. If they’re not that, they’re illegal.
EOs only bind executive branch actors.
Exec actors behave differently because of them, and that often affects your legal rights.
They aren’t statutes. If they’re valid interpretations of statutes, for many practical purposes you will want to know what they say because exec actors will follow them and their actions will be upheld in court.
This is one of many many many contexts in which the response to “is it law?” should be “what are you asking, exactly?”
So if EO explicitly says ignore federal and state laws that would make said EO nonsense. I wish media coverage would start with this premise instead of saying (for example) Trump orders all unhoused into mental institutions.
