Carney chose to NOT jam Canadians with an import tax on about 15% of American products they may choose to buy. Because retaliatory tariffs are import taxes Canadians pay. So in effect you have stupid people like Poilievre and his followers all upset they are not paying MORE for stuff. I kid you not.
